NAVTEQ's Small Municipal and County Street Data Enterprise License Agreement (ELA) and Small Utilities supplements Esri's ELA Programs. These ELAs are designed to work together to maximize return on investment and strengthen government and utilities services.

The NAVTEQ ELAs provides an inexpensive alternative to creating street data in-house. It includes NAVTEQ map data, which can be used across your organization on desktop, server, and mobile applications, and regular updates, maintenance, and technical support.
